Human Capital Business Solutions Ltd is a Boutique HR Advisory Firm that specializes in strategic HR Consulting, Talent Acquisition & Development, Risk Management and Business Process Outsourced Services with our Headquarters based in Uganda and Country Office in Tanzania.
Our client Industrial Security Services Ltd is looking for a competent and experienced Compliance Manager to be based in Jinja, Uganda.
Reports To: The General Manager
Duty Station: Jinja, Uganda
Job Summary: The Compliance Manager shall work closely with various departments to provide guidance on safety regulations and ISO requirements, will conduct regular audits and assessments and also address any compliance-related issues.
Main Duties and Responsibilities
- Develop and implement HSSE strategy: This includes risk assessments, mitigation plans, and safety integration into new projects.
- Ensure compliance: Lead efforts to comply with Ugandan regulations and ISS's HSSE standards across all operations.
- Manage contractor safety: Ensure contractors have adequate HSSE policies and procedures and verify their compliance.
- Foster safety culture: Conduct training, promote awareness, and implement programs to improve safety culture within the organization.
- Investigate and report incidents: Investigate incidents, near misses, and unsafe practices, report them, and implement corrective and preventive actions.
- Manage emergency preparedness: Develop and maintain robust emergency response plans for each facility.
- Train and develop staff: Identify training needs, deliver training programs, and ensure staff and contractors are well-equipped in HSSE matters.
- Manage HSSE documentation: Compile and manage annual HSSE action plans, maintain records, and track regulatory changes.
- Manage environmental impact: Implement and maintain best practices for waste management and environmental impact mitigation.
- Manage equipment safety: Implement and maintain a program for regular equipment inspections to ensure safe operation.
- Audit and improve HSSE performance: Conduct audits, review findings, and manage corrective actions to improve HSSE performance.
- Manage integrated management system: Implement and audit the company's integrated management system (ISO 9001, 14001, 45001).
- Support sales team: Collaborate with the sales team to ensure safe and reliable product offerings for customers.
- Engage with stakeholders: Engage with stakeholders and authorities to improve HSSE and establish collaborative partnerships.
- Lead and coach: Coach and support operational and management teams in achieving HSSE compliance and best practices.
- Stay informed: Maintain a good understanding of relevant local and international HSSE regulations and best practices.
- Report internally: Compile and report HSSE data internally through established reporting tools.
- Conduct client inspections: Conduct physical location inspections for potential clients to assess their HSSE practices.
- Conducting internal readiness audits to evaluate compliance, identify areas for enhancement, and ensure the ISO IMS is regularly updated and aligned with operational needs.
- Developing, reviewing, and updating security policies, processes, procedures, standards, and guidelines essential for achieving and maintaining certification.
- Facilitating external certification processes, preparing all necessary documentation and evidence for auditors, and regularly reporting to senior management on the certification journey and QMS effectiveness.
Qualifications, Experience, and Skills
- Academic: Minimum of bachelor’s degree in Engineering, Environmental Science or equivalent qualifications
- Experience: At least 5 years working in Hands on Safety and Security with experience in Security or complex multi stakeholder projects.
- Certification: NEBOSH Certificate / Diploma. Membership to professional bodies such as IOSH, IIRSM, etc.
- Preferred Industry: Preference for a candidate with demonstrated experience in Security Operations.
- Experience in implementation and maintenance of ISO Management systems for Quality, Environment and Occupational Health and Safety. Knowledge of global environmental standards.
- Good understanding of risk management principles and application of barriers and critical controls
- Good organization and planning skills
- Good interpersonal, written and communication skills, and ability to work across different levels in the organization
- Communication and collaboration. Keeping people informed, sharing knowledge, ideas and information openly within the organization.
Barriers to Success in Role
- Limited or lack of technical knowledge about safety and ISO standards.
- A dislike or inability to manage ambiguity
