Description

Our client Integrated Seed and Sector Development Uganda (ISSD Uganda) is an independent local NGO in Uganda, which aims to be a leading agricultural development organization in fostering resilient seed and food systems for sustainable agricultural production.

Currently, ISSD Uganda is implementing the Common Ground Project which is a is a 4-year project funded by the Embassy of the Kingdom of the Netherlands, Kampala. The project is a land restoration and farming systems project in the Western, Eastern and South Western Highlands of Uganda, implemented in a collaborative partnership between Wageningen Environmental Research (WENR) as lead partner, and ISSD Uganda, as the local implementing partner.

ISSD Uganda is looking for a competent and experienced Regional Coordinator  - Elgon to be based in Mbale, Uganda

Position overview

Based in the Elgon Region field office, the Regional Coordinator is responsible for planning and coordinating the operations of the project activities at zonal level (Elgon Highlands). The position serves as the extended arm of the project headquarters (HQ) in the field and works closely with the project HQ team and field-based staff. The Regional Coordinator also plays a liaison role as the focal point for Government authorities in their respective zones, districts, project partners, and civil society. S/He will provide leadership, strategic direction and ensure that implementation of project interventions goes according to project objectives and respective zonal water management plans. S/He will work in collaboration with partners in joint implementation of project activities including coordinating synergies, promoting awareness, learning, and advocacy for natural resource restoration and conservation.

Reports To: The Deputy Chief of Party (DCOP) and supervises the field officers (IWRM and PIP), as well as works closely with the thematic experts at project HQ, and field administrative staff.

Main Duties and Responsibilities

The RC has the following specific tasks and responsibilities;

  • Oversee technical implementation of the project activities at the zonal level through the project field officers (team of 12 field staff)
  • Supervise and coordinate implementation of project activities at the zonal level by the field staff to ensure that work plans are followed adequately and phased budgets are spent as required
  • Maintain a comprehensive overview of project interventions in the zone through regular communication and reporting with the project HQ team
  • Coordinate the interaction of activities implemented by staff along the three project pathways and provide strategic guidance to achieve project outputs and outcomes
  • Work closely with regional water management programs of the Ministry of Water and Environment to align project activities with the respective zonal watershed management plans
  • Represent the project in zonal forums and mechanisms that require focal points, and promote partnership-building with respect to watershed management issues
  • Convene periodic meetings with relevant stakeholders in the zone to facilitate information-sharing, identify opportunities for cross-project collaboration, and synthesize best practices and lessons learned
  • Facilitate implementation of the project baseline study and relevant research studies by actively contributing to their design, rollout, and report writing
  • Facilitate opportunities for synergy with other interventions within the project sites through cross project planning and implementation to complement project interventions and address issues beyond the project’s scope
  • Review and approve activity workplans, budgets, and field activity reports developed at zonal level – within delegated approval limits
  • Assume organizational responsibility for monitoring of field office operations, including the coordination of shared resources and common services and harmonization of operational procedures and systems according to guidelines from management
  • Ensure compliance with project systems and requirements, including responsibilities over quality and timely reporting (financial and narrative) on a periodic basis
  • Systematically document experiences and lessons learned across districts, watersheds and facilitate information sharing and learning with the rest of the project team
  • Compile and prepare periodic progress reports highlighting progress made in implementation of activities within the zone based on periodic plans
  • Contribute to project newsletter articles and annual reports
  • Perform any other related duties as required.

Qualifications, Experience, and Skills

  • Masters’ Degree in Agricultural studies, Agronomy, Environmental Resource Management or related field is required
  • Post graduate studies in Business Administration or Project Management, is an added advantage 
  • At least 8 years of professional work experience in a similar role/position, with proven experience in project management and leading a team of field staff of 10 people or more
  • Experience in the areas of sustainable development, community-based approaches and natural resource management especially natural resource restoration and watershed management
  • Demonstrated capacity to support, advise and guide institutional networking processes with Local Government and other stakeholders
  • Strong leadership skills, interpersonal skill and commitment to team work
  • Proven ability to use Microsoft Office tools such as Word, Excel, Outlook, PowerPoint, etc.
  • Superior organizational, interpersonal, public speaking, and team-building skills
  • Excellent communicator with good writing and presentation skills in English language. Knowledge of local languages is an added benefit
  • Excellent organisational, negotiation, influencing and advisory/coaching skills
  • Affinity with capacity development and institutional change processes
  • Ability to work independently with minimal supervision
  • Willingness to travel & work extensively in highland areas of Uganda
